NOTICE TO GENERAL PUBLIC FOR DISPOSAL OF LANDED PROPERTY AND OTHER PHYSICAL ASSETS OF HERITAGE BANK (IN-LIQUIDATION)

1.The Nigeria Deposit Insurance Corporation (NDIC), in the exercise of its statutory mandate as the Liquidator of failed banks under section 62(1)(d) of NDIC Act, 2023 as amended, wishes to invite the general public for the upcoming disposal of Landed Property and Physical Assets belonging to Heritage Bank (In-Liquidation) at 26 affected locations across the country. The schedule date for the organized auction exercise shall be staggered to accommodate adequate competition across the affected cities.

Scope of Auction Exercise:

2.The scope of the exercise is the disposal of Landed Property and Chattels belonging to the Heritage Bank (In-Liquidation) across the country. The disposal exercise would be competitive and transparent to all bidders.
3. Bidders who wish to participate shall follow laid down guidelines which is aimed at ensuring fair competition, accountability, equity and timeliness in line with the tenets of corporate governance principles to enable value for money with commensurate financial returns from the auction exercise for the payment of liquidation dividends to uninsured depositors and creditors accordingly.

4. Landed Property, Physical Assets and other Chattels in the affected locations as listed below are to be auctioned therein. The property will be sold “as is “and “net “of all taxes.

5. The Corporation shall give preference to financial institutions who are willing to buy the property at the highest auctioned prices along with all the physical assets and other chattels found herein at wholesale value, thereby giving them the right of first refusal. The purpose of this offer is to allow for continuation of financial services to the Nigerian public and to bolster financial inclusion strategy of the Central Bank of Nigeria for the Nigerian economy.

6. However, other Corporate bodies willing to compete are equally eligible to participate along with the financial institutions without prejudice.

7. The auction exercise shall be open and competitive to all bidders and shall take place at the six (6) geo-political centers covering all the twenty- six (26) locations of the Heritage Bank (In-Liquidation) at scheduled dates accordingly. The essence is to ease access to the properties for the bidders to participate from their respective locations

8. All interested financial and corporate institutions should submit their sealed bids with 10% bid security in Bank Draft at the designated NDIC Zonal offices and the NDIC Lagos Office, Asset Management Department, (9th Floor), Mamman Kontagora House, 23A, Marina, Lagos. Failure to attach the 10% Bank Draft for bid security will render such bids submitted Null and Void. Please note that any winning bidders who fails to pay the balance of 90% within two (2) weeks shall forfeit the 10% bid security sum.

9. However, private individuals who are also interested in the disposal exercise are eligible based on submission of letter of introduction from their respective bank to be attached to the 10% bid security draft.

10. All bids should be dropped in the bid box provided for this purpose at the respective locations. All bidders would be given opportunity for inspection on specific dates within one week before the scheduled date of auction.

11. All branches in Lagos and Abuja would have 3 days (Wednesday, 26th – Friday, 28th March, 2025) allowed for the inspection from 10.00am-3:30pm.

12. For branches outside Lagos and Abuja, bidders will have two days (Wednesday, 26th – Thursday, 27st March, 2025) prior to schedule date of disposal to visit the locations from 10:00-3:30pm.

BID OPENING

13.1 South-West: For all branches located in Lagos, Oyo, Ogun, Ondo and Ekiti states. Sealed Bids should be dropped in the bid box at Assets Management Department, NDIC Lagos Office, 23A Marina street, Mamman Konta Gora House Marina Lagos. Date 7th April, 2025

13.2 South-East: For all branches located in Enugu, Anambra, Ebonyi, Abia and Imo states. Sealed Bids should be dropped in the bid box at NDIC Enugu Zonal Office, 10 Independence Layout, Enugu 400102, Enugu. Date 8th April, 2025

13.3 South-South: For all branches located in Rivers, Delta, Akwa Ibom, Cross River, Edo and Bayelsa states. Sealed Bids should be dropped in the bid box at the NDIC Port-Harcourt Zonal Office, 104 Woji Road off Olu Obasonjo Road GRA Port-Harcourt. Date 9th April, 2025

13.4 North-East: For all branches located in Bauchi, Gombe, Yobe, Taraba, Adamawa and Borno states. Sealed Bids should be dropped in the bid box at the NDIC Bauchi Zonal Office Plot No. 3 Bank Road Bauchi. Date 10th April, 2025

13.5 North-West: For all branches located in Kano, Jigawa, Katsina, Zamfara, Sokoto and Kebbi states. Sealed Bids should be dropped in the bid box at the NDIC Kano Zonal Office 44/45, Muhammad Muhammad Avenue, Off Maiduguri Road, Hotoro, G.R.A. Kano. Date 8th April, 2025

13.6 North-Central: For all branches located in FCT, Nasarawa, Niger, Kaduna, Plateau, Benue and Kogi states. Sealed Bids should be dropped in the bid box at the NDIC Corporate Head office, Plot 447/448 Constitution Avenue CBD Abuja. Date 9th April, 2025

14. For adequate guidance, the Corporation has posted the reserve price on the landed property and physical assets to the attention of all bidders.

15. All interested bidders and general public are invited to the bid sessions at the respective locations.
