NDIC and CBN Sign MOU on Joint Early-Warning Surveillance Framework

The NDIC and the Central Bank of Nigeria have formalised a joint surveillance framework that enables real-time data sharing to detect bank distress earlier and trigger resolution actions faster.

The Nigeria Deposit Insurance Corporation (NDIC) and the Central Bank of Nigeria (CBN) have signed a landmark Memorandum of Understanding establishing a joint early-warning surveillance framework. The agreement formalises the sharing of supervisory data in real time between the two institutions, enabling faster identification of bank distress and more coordinated resolution responses.

The signing ceremony, held at the CBN headquarters in Abuja, was attended by senior officials from both institutions. The NDIC Managing Director described the MOU as a watershed moment in Nigerian financial regulation.

Under the agreement, both institutions will exchange supervisory findings on a weekly basis, with immediate notification protocols for any institution exhibiting trigger indicators. A joint technical committee will meet quarterly to review surveillance models and update early-warning thresholds in line with evolving market conditions.

The framework also establishes a shared secure data environment, allowing analysts from both institutions to run stress tests on common datasets without compromising the confidentiality of institution-specific information.

Early intervention is significantly less costly than crisis resolution. By identifying stress signals earlier, both institutions can deploy softer intervention tools — such as supervisory engagement, liquidity support, or assisted mergers — before a situation deteriorates to the point of licence revocation.
