DISPOSAL OF HARBOUR TUG BOAT OCEAN LEGACY- MARINE VESSEL FOR THE DEFUNCT HERITAGE BANK (IN-LIQUIDATION)

Furtherance to the Public advertisement published in The Punch, Business Day and This Day newspaper on June 27, 2025 by the Corporation, find below the addendum to the last publication.

The Nigeria Deposit Insurance Corporation (NDIC), in the exercise of its statutory mandate as the Liquidator of failed banks under section 62(1) (d) of NDIC Act, 2023 as amended, wishes to invite the general public for the upcoming disposal of the Harbour Tug Boat Ocean Legacy-Marine Vessel Asset belonging to the defunct Heritage Bank (In-Liquidation) through Public Competitive Bidding.  

1.The purpose of the exercise is for the disposal of the Harbour Tug Boat Ocean Legacy-Marine Vessel Asset belonging to defunct Heritage Bank Ltd. (In-Liquidation). The disposal exercise would be competitive and transparent to all bidders.

2.Bidders who wish to participate shall follow laid down guidelines which is aimed at ensuring fair competition, accountability, equity, fair pricing and timeliness in line with the tenets of Corporate governance principles to enable value for money with commensurate financial returns for the payment of liquidation dividends to uninsured depositors and other creditors of the failed bank accordingly.

3.Property (Marine-Vessel) would be auctioned therein. The property will be sold “as is “and “net “of all taxes.

4.The auction exercise which shall be competitive and open to all bidders is scheduled to take place at the NDIC Port-Harcourt, Zonal Office No.104 Woji Road, off Olu Obasanjo Road GRA Port Harcourt at 12 noon Monday 11th August, 2025.

5.All interested corporate institutions should submit their sealed bids with a 10% Bid Security Deposit in Bank Draft in favour of Heritage Bank (In-Liquidation) at the designated NDIC Port- Harcourt Zonal Office. Failure to attach the 10% Bank Draft for bid security will render such bids submitted Null and Void. Please note that any winning bidder who fail to pay the balance of 90% within three (3) weeks shall forfeit the 10% of the Bid Security Deposit.

6.However, private individuals who are interested in the disposal exercise are eligible based on submission of a Letter of Introduction from their respective banks to be attached to the 10% Bid Security Bank Draft.

7.For the purpose of inspection, interested bidders should visit the NDIC Port-Harcourt Zonal Office, No. 104, Woji Road, off Olu Obasanjo Road GRA Port- Harcourt Rivers State from 28th July to 1st August, 2025, 9am to 3.30pm daily. All interested bidders are invited to contact The Zonal Controller, NDIC Port-Harcourt Zonal Office on Mobile No: 08023202134 for guided inspection on the Harbor Tug Boat Ocean Vessel and further inquiries.

8.All financial bids should be submitted into the Bid Box and addressed to The Zonal Controller, NDIC Port-Harcourt Zonal Office, situated at No.104, Woji Road, off Olu Obasanjo Road, GRA Port-Harcourt on or before 12 noon, Monday 11th August, 2025

9.All submitted bids shall be opened in the presence of all bidders on Monday 11th August, 2025 by 12 noon prompt at the NDIC Port-Harcourt Zonal Office No.104, Woji Road, off Olu Obasanjo Road GRA-Port-Harcourt, Rivers State.

10.For transparency and adequate guidance, the Corporation has posted the reserve price and specification on the property (Marine Vessel) for the attention of all interested bidders.
