NOTICE TO GENERAL PUBLIC FOR DISPOSAL OF LANDED PROPERTY AND OTHER PHYSICAL ASSETS OF HERITAGE BANK (IN-LIQUIDATION)

The Nigeria Deposit Insurance Corporation (NDIC), in the exercise of its statutory powers as liquidator of failed banks under section 62(1)(d) of NDIC Act, 2023 as amended, wishes to draw the attention of the general public for the upcoming disposal of landed property and physical Assets belonging to Heritage Bank (In-Liquidation) at 31 affected locations across the country. The scheduled dates for the organized auction exercise shall be staggered to accommodate inspection and competition across the affected cities.

1.The scope of disposal will be for the Auction of landed property and other physical assets belonging to Heritage Bank (In-Liquidation) across the country. Buyers who wish to participate shall follow laid down guidelines which is aimed at transparency, fair competition, accountability, equity and timeliness in line with tenets of corporate governance principles to enable recovery of commensurate financial returns from the auction exercise for the payment of liquidation dividends to uninsured depositors and creditors accordingly.

2.The exercise is the disposal of Thirty-One (31 Nos) Landed Properties and other physical assets belonging to the defunct Heritage Bank (In-Liquidation) across the country. The disposal exercise would be transparent to all interested bidders.

3. Landed property and other physical assets in the affected location as listed are to be auctioned therein. The property will be sold “as is “and “net “of all taxes.

4. The auction exercise shall be open and competitive to all bidders and shall take place at the affected geo-political NDIC Zonal Offices covering all the thirty-One (31) locations of the Heritage Bank (In-Liquidation) at scheduled dates accordingly.

5.Where the property is being occupied, the sitting tenant would be given preference of first refusal before other bidders can be considered.

6. All interested bidders should submit their sealed bids together with 10% bid security in Bank Draft at the designated NDIC Zonal offices, the NDIC Lagos Office Asset Management Department, (9th Floor), Mamman Kontagora House, 23A, Marina, Lagos and NDIC Corporate Head Office, Plot 447/448 Constitution avenue CBD, Abuja. Failure to attach the 10% Bank Draft for bid security will render such submitted bids Null and Void. Please note that any winning bidders who fail to pay the balance of 90% within two (2) weeks shall forfeit 10% of the deposited bid security sum.

7. All financial bids should be dropped in the bid box provided for this purpose at the respective locations on or before the opening date. All interested bidders would be given opportunity for inspection on specific dates within one week before the scheduled date of auction.

8. For properties in South-West and North-Central, interested bidders would have the opportunity to inspect the properties on Monday, 4th August, 2025 and Tuesday, 5th August, 2025. Between 10:00am and 3:00pm. Prior to scheduled date of disposal.

9.For properties in South-South and South-East interested bidders would have the opportunity to inspect the properties on Monday, 4th August, 2025 and Tuesday, 5th August, 2025. Between 10:00 and 3:00pm. Prior to scheduled date of disposal.

10. For properties located in the South-west, sealed Bids should be dropped in the bid box on or before 10: 00am on the 7th of August, 2025 at Assets Management Department, NDIC Lagos Office, 23A Marina street, Mamman Kontagora House, Marina Lagos. Opening Date: 7th August, 2025. Time: 11:00am prompt.

11. For all properties located in the South-South, sealed Bids should be dropped in the bid box on or before 10:00am on the 11th of August, 2025 at the NDIC Port-Harcourt Zonal Office, 104 Woji Road off Olu Obasanjo Road GRA Port-Harcourt. Opening Date: 11th August, 2025. Time: 12.00pm prompt.

12.For all properties located in the North-Central, sealed Bids should be dropped in the bid box on or before 10: 00am on the 7th of August, 2025 at the NDIC Corporate Head office, Plot 447/448 Constitution Avenue CBD Garki Abuja. Opening Date: 7th August, 2025. Time: 11:00am prompt.

13.For all properties located in the South-East, sealed Bids should be dropped in the bid box on or before 10: 00am on the 11th of August, 2025 at the The NDIC Enugu Zonal Office, 10 Independence Layout, Enugu 400102, Enugu Opening Date: 11th August, 2025. Time: 11:00am prompt.

14.For adequate guidance, the Corporation has posted the reserve prices of the Landed properties and other physical assets to the attention of all bidders.

15. All interested bidders and general public are invited to the bid sessions at the respective locations.
